There is improved quality, relevance, and coherence of IPA strategic and programming documents, including the Reform Agenda for Albania for implementation of the Growth Plan.\r\n\u2022 The performance of the Albanian appointed institutions is improved in terms of evidence-based monitoring and evaluation and results-based reporting, and effective communication of IPA actions and programmes.
