From February 2023 onward, the French National Institute of Public Service

The Action will build on the success of the selection process of the pilot phase by setting up an independent panel for each stage of the\r\nprocess. The latter shall focus on assessing the knowledge, skills, motivation, personal background, experience, and foreign languages knowledge of the candidates. The first target group represent a maximum of 25 people, whose profiles remain\r\nhorizontal to support reform needs and priorities of the Albanian government. The gender-balanced composition of the group and the fair social and geographical representation will be a major focus of attention.\r\n\r\nThe second target group consists of the home institutions of the young civil servants participating in the programme. Albanian citizens and businesses will indirectly benefit from better, more transparent and fair services reached through the support of the administration.","ptb_euprojects_overall_objective":"The Action will improve the professional capacity and expertise of a batch of 25 civil servants in key sectors of the Albanian public administration, by providing them with the opportunity to undertake practical training, mentoring sessions, study visits and internships in EU Member States schools and public administrations. The practical knowledge and skills that these civil servants will gather will enable them to contribute fully to the Albanian Government\u2019s endeavour to meet the obligations and challenges\r\narising from the EU Integration Process.","ptb_euprojects_expected_resultss":"The project aims to produce three outputs:\r\n
The selection and recruitment of candidates is organised based on a competitive and merit-based procedure;<\/p>\r\n
Young civil servants participate to the YC Scheme by following tailor-made trainings in Albania and internships and study visits in EU MS institutions and public administrations;<\/p>\r\n
Sustainable career development mechanisms are put in place, enabling the highly trained and professional civil servants to implement PAR in the context of the EU Integration process.<\/p>","ptb_euprojects_activities_":"Training courses are organised in Albania, in preparation for the trainees\u2019 internships. As the programme aims to address the needs of the Albanian government, the courses include modules on EU Integration, legal approximation techniques, project or strategic management, HRM and leadership. Language training classes in French, German, Italian and Croatian are set up, with the support of the diplomatic posts and in collaboration with the ASPA. Furthermore, terminology workshops and administrative culture courses are organised, as well as mentoring sessions with the future internship tutors and, with the alumni of the YCSSS pilot phase willing to participate in the project, and alumnis from MS public\r\nadministration schools. The consortium will also set up a one-week study visit for all participants to France and Germany on the theme of administrative reform, performance-oriented HR management and European public policies and other relevant issues for the modernisation of the civil service. A second one-week study visit to Italy on topics such as multi-level governance and European structural aid will be set up. The study visits will follow a 10-week internship period either in France, Germany, Italy and Croatia.\r\n\r\nFinally, technical assistance missions on career development, performance\r\nevaluation, attractiveness of the public sector will also be carried out.\u00a0 The action will build a comprehensive framework on HR management and coordination of HR policies.
