The “EU for Property Rights” (EU4PR) project, implemented by UNOPS, aims to modernize Albania’s land administration system, improve institutional governance and support the Albanian EU accession process, targeting reforms required for closure of Chapter 23: Judiciary and Fundamental Rights, and Chapter 11: Agriculture and Rural Development.
Albania’s current property rights system faces significant challenges, including outdated paper-based records, widespread informal settlements, and incomplete property registration. The project is structured around two primary outcomes: Outcome 1: Enhanced, Transparent, and Digitized Land Administration System, which focuses on strengthening the capacities and services of the State Cadastre Agency (SCA); and Outcome 2: Improved Capacity for the Land Parcel Identification System (LPIS), which supports the Agency for Agricultural and Rural Development (ARDA) in the preparation of the LPIS.
The project supports the State Cadastre Agency (SCA) through improved cadastral services and business process optimization, digitalization of cadastral maps, overall data enhancement and improvement to align with international standards, and first-time registration of cadastral zones, Furthermore, it creates the essential foundation for an EU-compatible Land Parcel Identification System (LPIS) to facilitate agricultural land management and compliance with the EU Common Agricultural Policy.
This initiative directly contributes to Albania’s EU accession requirements by strengthening institutional capacities, and fostering a more transparent, accountable, and digitized land administration framework.
