Support to the implementation of the Population and Housing Census

Overall Objective
The overall objective of the action is to support the National Institute of
Statistics of Albania in carrying out operational activities of the Albanian
Population and Housing Census, which will be held in 2023.
Summary of the Project
Through this grant the EU supports INSTAT, the Albanian Statistical Agency, in the implementation of the Population and Housing Census. The census will take place in 2023 and the results of the census will be published in 2024. The Population and Housing Census is undertaken every 10 years and provides essential statistical information on Population and Housing.
Activities
Capacity building activities through external expertise: trainings,
workshops, Study Visits.
– Development of the Census communication and publicity campaign and
production of the visibility materials.
– Recruitment and payment of census staff including technical,
administrative and fieldwork staff.
– Trainings, workshops and consultations building capacity for Census
activities.
– Data collected in the field
– Development, testing and putting in production the CAPI application for
census activities.
– Development of monitoring system for census activities.
– Development of applications for data processing and dissemination.
– Purchasing of IT hardware and software and developing system for data
collection, monitoring and the implementation of mapping and geospatial
activities.
– Printing of books and translation of publications.
Expected Results
The census activity will be implemented by INSTAT based on Eurostat
and
UNECE recommendations
– The Census activity will be properly communicated based on
communication and publicity campaign.
– Census will be implemented by well-trained INSTAT internal and
external staff from headquarter and regional offices.
– Field work activities for the Albanian Population and Housing Census
2023 will be prepared and carried out according to the quality assurance
programme.
– Systems for data collection, monitoring and the implementation of
Census activities developed.
– Applications for data processing and dissemination developed.
– Systems for data collection, monitoring and the implementation of
mapping and geospatial activities developed and used for the update of
statistical registers in the future.
-Population and Housing Census results containing main results and
thematic analyses are published.
