Overall Objective

  • Support civil society’s capacities to advocate good governance and accountability in the implementation of children’s rights
  • Strengthen CSOs’ capacities and their role in child protection and family strengthening
  • Empower CSOs active on child rights to be drivers of change through development and advocacy of child protection and family strengthening models/good practices

Summary of the Project

The project included a set of interventions that contributed to ensuring the active participation and strengthening of civil society organisations (CSOs) role in the implementation of children’s rights in Albania. The action took place in seven municipalities: Elbasan, Fier, Kukës, Lezhë, Lushnjë, Tirana and Vlora.

In addition to the legislative changes, both the National Strategies on Social Protection (2015-2020) and on Children’s Rights (2017-2020) foresee monitoring of measures, services and structures as central pillars. Civil society were instrumental in:

  • the monitoring process
  • the ongoing public participation in public consultations
  • ensuring good governance and accountability through public engagement in the implementation of the new child protection system

Activities

  • A capacity building programme on organisational and project development is developed
  • At least 25 CSOs participate in the capacity building programme held in Tirana and Vlora
  • A thematic capacity building programme on developing models and best practices in child protection and family strengthening is developed
  • At least 25 CSOs participate in the capacity building programme held in Tirana and Vlora
  • A sub-grant scheme (two rounds) for CSOs is developed and implemented, resulting in at least 14 community-based projects implemented by CSOs over a 17 month period
  • A network of CSOs is established and 6 national networking meetings are held
  • A Training of Trainers (ToT) framework and Action Plan are be developed, contributing to the creation of a ToT programme and of a regional training programme
  • Monitoring tools are developed and used to monitor the local and national implementation of the new child protection law, and contribute to the development of a CSO-led advocacy Action Plan and initiatives

Expected Results

  • CSOs active on child rights have increased capacities and role in child protection and family strengthening, acquired through capacity building programmes and technical assistance
  • CSOs active on child rights are empowered to be drivers of development and advocacy of child protection and family strengthening models and good practices, through a sub-grants scheme, networking, membership in a network of CSO trainers, monitoring and advocacy
