Overall Objective

• Strengthening DoPA’s management and oversight capacity in the implementation of the civil service and salaries reform
• Strengthening the capacities of the Albanian School of Public Administration (ASPA) in managing and delivering quality trainings.

Summary of the Project

Technical Assistance was provided to the Department of Public Administration (DoPA) to further strengthen the public sector governance and efficiency of the Albanian public administration.

Activities

• Further develop capacities of DoPA and local government units for the implementation of the Civil Service Law
• Support DoPA access to and use of the HRMIS system; extend the use of HRMIS
• Develop and deploy the cost model
• Establish a system for competence evaluation, professional development for civil servants and advancement of civil service management
• Strengthen ASPA’s capacities in terms of human resources
• Develop monitoring and evaluation (M&E) mechanisms for civil service legislation and standards
• Improving access to information, collection and processing of data to achieve standardisation
• Establish tools and methodologies to provide for continuous cooperation between institutions and oversight bodies
• Strengthen the capacities of oversight institutions

Expected Results

• A professional, impartial, independent and merit-based public administration
• Enhanced control and oversight mechanisms over the public administration guaranteeing citizens’ rights and access to information
