Overall Objective

The overall objective of the EU4Migration project is to contribute to the implementation of effective, efficient, and EU-aligned border and protection-sensitive migration management systems in Albania.

Summary of the Project

EU4Migration in Albania is a four-year initiative (January 2025 – December 2028) funded by the European Union and implemented by IOM and UNHCR in close partnership with the Government of Albania. The project aims to strengthen Albania’s migration and asylum management systems in line with EU and international standards, contributing to the country’s EU accession process.

The project supports the development of more effective and efficient borders, reinforced institutional capacities, and improved protection and service delivery for migrants, asylum seekers, and refugees. It also focuses on promoting inclusive access to social and economic services and fostering community-level integration.

Some key areas of intervention are enhancing governance, policies, and coordination mechanisms for migration and asylum; strengthening technical and operational capacities for protection-sensitive border and reception management; supporting the inclusion of migrants, asylum seekers, and refugees in local systems and services and improving migration data collection and analysis to inform evidence-based policymaking.

Activities

  • Output 1.1: The implementation of the National Strategy on Migration 2024-2030 and Action Plan 2024-2026 is advanced.
  • Output 1.2: A structured inter-institutional coordination system is enhanced and informs policymaking on migration and asylum.
  • Output 1.3: The asylum authorities are supported through promotion of international and EU standards and capacity building.
  • Output 1.4: Improved data collection and analysis of migration dynamics as a basis for evidence-based policies.
  • Output 1.5: Increased awareness-raising on rights and obligations of migrants, asylum-seekers and refugees
  • Output 2.1: Albanian authorities have better knowledge and skills to effectively manage cross-border movements and fight against organized crime.
  • Output 2.2: The Reception Center for asylum seekers is better equipped to provide protection-sensitive assistance to newly arriving refugees and asylum seekers.
  • Output 2.3: The Government of Albania has improved skills and equipment to provide protection-sensitive assistance to UASCs.
  • Output 2.4: Migrants, asylum seekers and refugees receive assistance services tailored to their needs in and out of reception centers.
  • Output 2.5: Albanian authorities are able to conduct returns in line with international standards and the EU Return Policy.
  • Output 3.1: Refugees and asylum seekers have better access to their rights and are included in social services and programmes.
  • Output 3.2: Integration prospects are enhanced through tailored livelihood and economic inclusion programmes for refugees and asylum-seekers.
  • Output 3.3: Inclusion prospects are enhanced through tailored programmes for migrants and hosts communities.

Results

The EU4Migration project is structured to deliver the following three overarching Outcomes, each contributing to the broader objectives of enhancing migration management systems in Albania:

  • The governance of migration and asylum in Albania is strengthened, in support of the EU accession.
  • Authorities in Albania have strengthened technical and operational capacities to manage migration and asylum in accordance with international and EU standards.
  • Migrants, asylum seekers and refugees are included in local social and economic services.
