Overall Objective
The overall objective is to contribute to a more capable and responsive public sector towards citizens’ needs and businesses as well as to advance and respond to demands of EU integration processes.
Summary of the Project
Provision of budget support to the Government of Albania in support of good governance reforms in the areas of public administration reform, public financial management reform, decentralisation and local government, the fight against corruption and the digitization of government services. The funding provided is in support to the implementation of government reforms in these areas.
Activities
Training and capacity building of civil society organisation and
investigative journalists
– Subgranting to civil society organisation and investigative journalists
– Research and investigative reporting
– Network building – sharing platforms
– Support to public entities (MoFE, IDM Commissioner, Supreme Audit
Instution, Municipalies) on improving budget transparency
Expected Results
Implementation of reforms in the areas of public administration, public
financial management, decentralisation and local government, the fight against corruption and the digitization of government services
The expected results of this intervention include:
– Improved domestic revenue mobilisation;
– Improved fiscal capacity of local government units;
– Strengthened commitment controls
– Improved human resource management;
– Improved public investment management;
– Increased integrity of public institutions;
– Enhanced transparency and access to information for the citizens;
– Improved regulatory framework and capacities at local government;
– Improved service delivery to citizens;
